Media: Russian authorities do not disclose the names of persons exempt from taxes due to sanctions

The Russian Ministry of Finance refused Communist Party deputy Valery Rashkin’s request to provide a list of the Russians who had fallen under sanctions and would be exempt from paying taxes in Russia according to the law, TV channel Dozhd reported.

According to the Ministry of Finance’s response to the deputy’s request, the list of Russian citizens falling under the new law cannot be provided, since this information is a tax secret. The TV channel has a copy of the documented response.

“According to paragraph 2 section 102 of the Code, a tax secret is not subject to disclosure by the tax bodies, the bodies of state extra-budgetary funds and customs bodies, their officials and contracted specialists and experts. Considering the above, it is not possible to provide the requested information,” the response specifies.

On April 4, Russian President Vladimir Putin signed a law on the tax residence of citizens who feature on sanctions lists. The document was published on the official legal information portal. According to the new rules, persons who have fallen under restrictions will not have to pay tax in Russia, regardless of the duration of their stay in the country. In order to do this, they must confirm that during the same tax period for which they are requesting exemption, they were residents of a foreign state.

The government will determine the list of sanctions to which the amendment will apply.

On the basis of the current Tax Code, a Russian resident is a person who spends at least six months in the country during a year.

The draft law was ratified earlier by deputies of the State Duma and members of the Federation Council.
